The city of Detroit is helping out low income residents keep down their water bills by handing out new toilets. The Detroit Free Press reports, as part of a city program that installs new toilets for free and covers plumbing repairs, the city’s Water Residential Assistance Program is also helping residents pay water bills for up to two years. The program follows service shut-offs and protests after thousands of Detroit residents were behind on their water bills or weren’t paying them at all.
