The Michigan Legislature returns Tuesday for two or three weeks of voting with a number of issues on tap before it adjourns for the year. Governor Rick Snyder's proposal to split Detroit's troubled state-run school district in two next summer and spend $70 million annually over a decade to pay off debt while launching a new district is hitting opposition from all sides.
