Michigan Teacher Certification and Economist Dr. Gary Wolfram, Hillsdale College

Tomorrow, I will be interviewing Dr. Gary Wolfram. Dr.Wolfram is the William E. Simon Professor of Economics at Hillsdale College and President of Hillsdale Policy Group, a consulting firm specializing in taxation and policy analysis. he received his Ph.D. in economics from the University of California at Berkeley. .

Dr. Wolfram and I will be discussing the teacher certification in Michigan and the bailout of the Detroit Public School system law which expanded the ability of DPS use of non certified teachers in their classrooms.  What does that mean?  What is a non certified teacher?
