If Battle Creek City Commissioner Kate Flores had her way, city leaders would apply the brakes to a pair of panhandling ordinances that now have momentum, since clearing the first hurdle toward passage on August 16, 2016.

"I've done a lot of work and analysis...I've been in a really exploratory place," Flores told WBCK on August 18, 2016. "I voted no because I'm not there yet, and I don't think these ordinances are there yet," she said.

Flores said she feels the city needs to look into the issue further in order to gain a better, full understanding of the root causes.

"We've jumped right to the solutions stage," Flores said of the current process.
